Coordinated vote-chain upgrade to v1.7.0. Use the v1.7.0 on-chain upgrade plan and the checksum-verified release artifacts. Existing chain state is preserved. Runtime code and dependencies are unchanged from v1.7.0-rc.1, which completed the staging upgrade and end-to-end voting validation. This stable release remains held from Latest and shared download pointers until the production upgrade is complete. Validators should follow the announced upgrade height and operator instructions.
